How should an English-speaking company market in Norway?
Market in Norway by publishing and advertising in the language buyers search — usually Norwegian — and by running the project in English if that is how your team works. Language is not a translation task
Google.no is a Norwegian index. The queries that turn into revenue are Norwegian words for the product, the problem and sometimes the city. An English page can rank for English queries, which are a small share of commercial demand. It will not inherit the Norwegian ones because you added “Norway” in the title.
Write the public page for the query. Keep the internal plan, the reporting and the argument for next month’s budget in English. That is the whole model.

Need leads in the next few weeks, and people already search for the offer: Google Ads. Management from 6,900 NOK per month, media on top, in your account. LinkedIn is for a named B2B list, not the default. A local business needs the Google profile and city pages before a thought-leadership blog. Ecommerce needs a Norwegian feed before a bigger Shopping budget.
What to ignore
Ignore agency pages that promise a free strategy workshop and then send you a contact form. Ignore US CPC benchmarks. Ignore a hreflang setup that claims your Norwegian page and your English page are the same document when they are not. Google drops those.
